Kelcy Higgins is the founding Executive Director of the Magnolia Project, a state-based communications hub focused on strengthening research-based messaging, supporting advocacy efforts, and elevating the voices of Mississippians. She holds a master’s degree in political science from the University of Mississippi, where she specialized in political behavior and partisanship. She began her career in campaign finance before deepening her policy and organizing expertise at Planned Parenthood Southeast, where she strengthened her commitment to ensuring Mississippians have a direct voice in
shaping public policy. Over the past five years, she has refined her skills as a communications professional through work in and around the state capitol, across electoral campaigns, and within Mississippi’s broad advocacy network. A native of the Mississippi Delta, Kelcy is dedicated to advancing economic equity, centering Black political action rooted in dignity and self-determination, and strengthening communications infrastructure to amplify local voices and help shape narratives that move Mississippi forward.
